Proposed Changes

Decouple pull selection and imported runtime setup from Reprint's private state schema by reading source paths and pull artifact status through import-metadata.
Keep the remote index streaming from disk, while pointing the remaining state mutations at Reprint's current pull/ layout.

Testing Instructions

Run npm run cli:build.
Run npm run typecheck.
Run npm test -- apps/cli/lib/pull/reprint-metadata.test.ts apps/cli/lib/pull/reprint-state.test.ts apps/cli/lib/pull/reprint-selector.test.ts apps/cli/lib/pull/runtime-start-options.test.ts apps/cli/commands/tests/pull-reprint.test.ts.
