Closes zed-industries#43328 Instead of trying to guess whether we can `--exec`, this now restructures things to only attempt to use that flag where its necessary. We only need to `--exec` when we are interested in the shell output after all. Release Notes: - Fixed wsl remoting not working with some nixOS setups
